Open-data reference.

NHTSA Complaint about SEAT BELTS:FRONT:ANCHORAGE filed September 19, 1999

NHTSA complaint #171680 (ODI reference 711581) concerns a 1991 CHEVROLET CORVETTE and was filed on September 19, 1999. The report was geocoded to North Carolina based on the filer's self-reported location. The affected component is categorized as seat belts:front:anchorage, one of NHTSA's standardized taxonomy codes used to group defect patterns across make, model, and year.

The filer flagged the following severity indicators: crash: no, fire: no, injuries: 0, fatalities: 0. No crash, fire, or fatality was associated with this report, which places it in the early-warning stream rather than the priority-review stream. Because a VIN was supplied, this complaint is tied to a specific vehicle and not just a model-year cohort.

Individual complaints are consumer-submitted and unverified by NHTSA engineers — the agency's role at this stage is to collect, index, and make them searchable. What matters for federal action is the pattern: when many owners of the same CHEVROLET CORVETTE cohort independently describe similar seat belts:front:anchorage failures, defect investigators have grounds to open a PE and request manufacturer data. Complaint Description

DRIVER SIDE SEAT BELT IS UNUSABLE AS IT IS LOCKED IN THE RETRACTED POSITION. I WAS INTERESTED TO NOTE THAT A RECALL WAS ISSUED CONCERNING THIS PROBLEM. WHEN I PURCHASED THE CAR USED (3 YRS. OLD) AT A CHEVROLET DEALERSHIP THEY MADE NO MENTION OF THE RECALL NOR HAD THEY CORRECTED IT. THE OTHER ISSUE IS RELATED TO THE REAR DRIVETRAIN. UNDER HEAVY ACCELERATION, THE CAR HAS A TENDENCY TO HAVE THE BACK END SLIDE SIDEWAYS WHEN THE AUTO TRANSMISSION SHIFTS FROM 1ST TO 2ND.
