WHEEL LOCKUP WITH ANTILOCK BRAKE SYSTEM
NHTSA Preliminary Evaluation PE96016 - closed, opened 1996-02-28 and involving the FORD FORD.
NHTSA investigation PE96016 is a Preliminary Evaluation opened on 1996-02-28 and currently closed. The subject of record is FORD FORD, which places this file inside the Office of Defects Investigation queue for FORD. Latest activity on this investigation was logged on 1996-07-24 - NHTSA updates that field whenever an Information Request goes out, a supplement is filed, or a status change is recorded in the public docket.
A Preliminary Evaluation like PE96016 is the entry point of the federal defect-investigation process. NHTSA engineers scan complaint databases, field reports, and manufacturer data to decide whether an Engineering Analysis is warranted, whether a voluntary recall is already sufficient, or whether the pattern does not rise to a defect finding.
Investigators summarized the matter as follows: "ODI HAS RECEIVED OND HUNDRED SEVENTY-THREE (173) CONSUMER COMPLAINTS OF ALLEGED FAILURES OR MALFUNCTIONS IN THE BRAKING SYSTEM ON CERTAIN 1993 AND 1994 FORD EXPLORERS. THESE ALLEGED FAILURES OR MALFUNCTIONS ARE REPORTED..." Investigations are the early-warning layer of the federal auto-safety system, sitting upstream of formal recalls and defect orders. Whether this one closes without action or escalates into an Engineering Analysis, the full history stays in the ODI archive so researchers, litigators, and buyers can pull the paper trail at any time. Related FORD files, listed below, give context on whether this is an isolated concern or part of a broader pattern across the brand.
Investigation Summary
ODI HAS RECEIVED OND HUNDRED SEVENTY-THREE (173) CONSUMER COMPLAINTS OF ALLEGED FAILURES OR MALFUNCTIONS IN THE BRAKING SYSTEM ON CERTAIN 1993 AND 1994 FORD EXPLORERS. THESE ALLEGED FAILURES OR MALFUNCTIONS ARE REPORTED TO HAVE CAUSED THIRTY-SIX (36) ACCIDENTS RESULTING FROM VEHICLE LOSS OF DIRECTIONAL CONTROL DURING BRAKING OR FROM THE EXTENDED DISTANCE REQUIRED TO STOP THE VEHICLE DURING BRAKING. THE COMPLAINANTS REPORT THAT THE ALLEGED FAILURES OR MALFUNCTIONS OCCURRED DURING BRAKING MOSTLY ON WET OR SLIPPERY ROADS, BUT ALSO HAVE OCCURRED ON DRY ROADS. SINCE ODI OPENED THIS PE BASED ON WHEEL LOCKUP COMPLAINTS, WE HAVE RECEIVED NUMEROUS ADDITIONAL COMPLAINTS AB OUT THE EXTENDED DISTANCE REQUIRED TO STOP THE SUBJECT VEHICLES WHEN BRAKING UNDER CERTAIN ROAD AND SPEED CONDITIONS. IN RESPONSE TO ODI'S INFORMATION REQUEST (IR) CONCERNING WHEEL LOCKUP COMPLAINTS ONT HE SUBJECT VEHICLES, FORD REPORTED RECEIVING 416 REPORTS (FIELD REPORTS, OWNER COMPLAINTS, AND SUBROGATION CLAIMS) OF WHEEEL LOCKUP ON 1993 AND 1994 FORD EXPLORERS, WITH 24 ALLEGED ACCIDENTS. IN ADDITION, FORD REPORTED RECEIVING 24,916 WARRANTY CLAIMS THAT COULD RELATE TO THE ALLEGED DEFECT OF WHEEL LOCKUP DURING BRAKING ON THE SUBJECT VEHICLES. AN ENGINEERING ANALYSIS IS WARRANTED TO DETERMINE THE SCOPE OF THESE ALLEGED BRAKING SYSTEM FAILURES OR MALFUNCTIONS ON 1993 AND 1994 FORD EXPLORERS.
About This Investigation Type
A Preliminary Evaluation (PE) is the first phase of NHTSA's investigation process. It is opened when the agency identifies a potential safety defect pattern, usually triggered by consumer complaints, manufacturer reports, or field monitoring. During a PE, NHTSA gathers information to determine whether a formal engineering analysis is warranted.
