NHTSA investigation PE15014 is a Preliminary Evaluation opened on 2015-04-20 and currently closed. The subject of record is HONDA GL1800, which places this file inside the Office of Defects Investigation queue for HONDA. Latest activity on this investigation was logged on 2015-11-13 — NHTSA updates that field whenever an Information Request goes out, a supplement is filed, or a status change is recorded in the public docket.

A Preliminary Evaluation like PE15014 is the entry point of the federal defect-investigation process. NHTSA engineers scan complaint databases, field reports, and manufacturer data to decide whether an Engineering Analysis is warranted, whether a voluntary recall is already sufficient, or whether the pattern does not rise to a defect finding.

Investigators summarized the matter as follows: "This PE was opened after NHTSA received 10 owner complaints alleging vehicle control was compromised due to inconsistent throttle control in MY 2012-14 Honda GL1800 motorcycles. Typically during the first five minutes of..." Investigations are the early-warning layer of the federal auto-safety system, sitting upstream of formal recalls and defect orders. Whether this one closes without action or escalates into an Engineering Analysis, the full history stays in the ODI archive so researchers, litigators, and buyers can pull the paper trail at any time. Related HONDA files, listed below, give context on whether this is an isolated concern or part of a broader pattern across the brand.

Investigation Summary

This PE was opened after NHTSA received 10 owner complaints alleging vehicle control was compromised due to inconsistent throttle control in MY 2012-14 Honda GL1800 motorcycles. Typically during the first five minutes of operation (cold engine), riders would experience a pronounced engine "stumble" when operating the bike at low speeds and minimal throttle applications. Riders were concerned that this scenario would result in a crash if the stumble were to occur while making a sharp turn at low speed. Since opening this investigation we discussed the issue with Honda motorcycle dealers and service personnel and subject vehicle owners / complainants. We test rode one complaint GL1800 and monitored web forum activity. Based on the information gathered, the issue of low speed engine "stumble" in these motorcycles does not appear to jeopardize safety. The absence of crashes in a population of vehicles with up to 4 years in service indicates riders are able to instinctively correct for any control issue that may accrue from a low speed cold engine stumble. In the absence of a actionable defect trend, we are closing this PE. We continue to monitor complaints and other information sources for any data that may alter this finding. If such information is found, we will respond accordingly. About This Investigation Type

A Preliminary Evaluation (PE) is the first phase of NHTSA's investigation process. It is opened when the agency identifies a potential safety defect pattern, usually triggered by consumer complaints, manufacturer reports, or field monitoring. During a PE, NHTSA gathers information to determine whether a formal engineering analysis is warranted.
