A Preliminary Evaluation like PE09034 is the entry point of the federal defect-investigation process. NHTSA engineers scan complaint databases, field reports, and manufacturer data to decide whether an Engineering Analysis is warranted, whether a voluntary recall is already sufficient, or whether the pattern does not rise to a defect finding.

Investigators summarized the matter as follows: "KIA REPORTS THAT FOR VEHICLES BUILT PRIOR TO THE SOFTWARE UPDATE OF 11/27/2007, THE VEHICLES CAN IMPROPERLY CLASSIFY AN ADULT AS A CHILD RESTRAINT SEAT AND THUS ILLUMINATE THE "AIRBAG OFF" WARNING LIGHT AND SUPPRESS THE..." Investigations are the early-warning layer of the federal auto-safety system, sitting upstream of formal recalls and defect orders. Whether this one closes without action or escalates into an Engineering Analysis, the full history stays in the ODI archive so researchers, litigators, and buyers can pull the paper trail at any time. Related KIA files, listed below, give context on whether this is an isolated concern or part of a broader pattern across the brand.

Investigation Summary

KIA REPORTS THAT FOR VEHICLES BUILT PRIOR TO THE SOFTWARE UPDATE OF 11/27/2007, THE VEHICLES CAN IMPROPERLY CLASSIFY AN ADULT AS A CHILD RESTRAINT SEAT AND THUS ILLUMINATE THE "AIRBAG OFF" WARNING LIGHT AND SUPPRESS THE FRONTAL PASSENGER AIRBAG. ON MAY 12, 2009, KIA LAUNCHED A TECHNICAL SERVICE BULLETIN (SB076) CAMPAIGN TO "RE-FLASH" ALL VEHICLES BUILT PRIOR TO THE 11/27/2007 PRODUCTION DATE. KIA ALSO BELIEVES THAT INTERMITTENT OCCUPANT MOVEMENT AND OUT OF POSITION SEATING CONTRIBUTED TO THE HIGH NUMBER OF COMPLAINTS. 905 OF THE 947 COMPLAINTS AND 1,014 OF THE 1,107 WARRANTY CLAIMS WERE ASSOCIATED WITH THE 57,228 VEHICLES BUILT PRIOR TO THE 11/27/2007 PRODUCTION DATE. THERE WAS ONE FRONTAL PASSENGER AIRBAG NON-DEPLOYMENT CRASH THAT RESULTED IN ONE MINOR INJURY OF A BELTED ADULT PASSENGER OCCUPANT. THIS PRELIMINARY EVOLUTION IS BEING UPGRADED TO AN ENGINEERING ANALYSIS (EA09-017) TO FURTHER ASSESS THIS ISSUE FOR ALL MY2007-2008 SORENTO VEHICLES BUILT PRIOR TO THE 11/27/2007 PRODUCTION DATE.

About This Investigation Type

A Preliminary Evaluation (PE) is the first phase of NHTSA's investigation process. It is opened when the agency identifies a potential safety defect pattern, usually triggered by consumer complaints, manufacturer reports, or field monitoring. During a PE, NHTSA gathers information to determine whether a formal engineering analysis is warranted.
