Open-data reference.

NHTSA Complaint about SEAT BELTS:FRONT:WEBBING filed September 19, 2005

NHTSA complaint #554914 (ODI reference 10136917) concerns a 1998 BUICK PARK AVENUE and was filed on September 19, 2005. The owner reports the failure occurred on September 18, 2000. The vehicle had 43,000 miles on the odometer at the time of the incident. The report was geocoded to Massachusetts based on the filer's self-reported location. The affected component is categorized as seat belts:front:webbing, one of NHTSA's standardized taxonomy codes used to group defect patterns across make, model, and year.

The filer flagged the following severity indicators: crash: no, fire: no, injuries: 0, fatalities: 0. No crash, fire, or fatality was associated with this report, which places it in the early-warning stream rather than the priority-review stream. Because a VIN was supplied, this complaint is tied to a specific vehicle and not just a model-year cohort.

Individual complaints are consumer-submitted and unverified by NHTSA engineers — the agency's role at this stage is to collect, index, and make them searchable. What matters for federal action is the pattern: when many owners of the same BUICK PARK AVENUE cohort independently describe similar seat belts:front:webbing failures, defect investigators have grounds to open a PE and request manufacturer data. Complaint Description

DT: THE CONSUMER NOTED THAT THE SEAT BELT JAMMED IN THE RETRACTOR WHILE THE SEAT BELT WAS IN USE, AND THERE WAS A NEED FOR MOVEMENT, THE SEAT BELT SIMPLY JAMMED. THIS HAPPENED TO THE WEBBING PORTION OF THE BELT. NHTSA RECALL 00V117000 WAS ISSUED CONCERNING THE SEAT BELT. THIS HAPPENED TO THE FRONT DRIVER'S SIDE SEAT BELT ONLY. THE CONSUMER PURCHASED THE VEHICLE USED, AND TOOK IT TO A LOCAL BUICK DEALER. THEIR RECORDS INDICATED THAT THIS VEHICLE WAS REPAIRED UNDER THE RECALL. HOWEVER, THE RECALL REPAIRS DID NOT CORRECT THE PROBLEM. THE CONSUMER FELT THE RECALL REPAIR WORK WAS NEVER PERFORMED. THE BUICK MANUFACTURER WAS CONTACTED. THEY SAID THERE WAS NOTHING THEY COULD DO BECAUSE THE RECORDS INDICATED THE WORK HAD BEEN DONE. HOWEVER, THE SEAT BELT WAS STILL A PROBLEM. THE CONSUMER PURCHASED THE USED VEHICLE IN SEPTEMBER 2000, BUT CONSUMER'S NOTIFICATION BEGAN ON AUGUST 31, 2000.*AK
